Ri Bhoi District Magistrate has informed that numerous complaints have been received from the public that during the campaigning for Khasi Hills Autonomous District Council election, workers of political parties and candidates were indulged in defacement of walls of public and private buildings by pasting of election posters, writing of slogans and painting of election symbols without the permission of the property owners. The Magistrate said such undesired activities have brought ugly look not only to the private properties, but also to the locality and town. The helpless owners of the building are compelled either to tolerate this or to have the walls and building washed and repainted at their own cost. Therefore it has become absolute necessary to strictly regulate such activities within Ri Bhoi District during the election period. In view of the prevailing situation, the District Magistrate, Ri Bhoi District has promulgated an Order under Section 144 Cr.P.C. prohibiting such indulgences in undesirable activities.This order shall come into force with immediate effect and remain in force until further orders.
Ri Bhoi District Magistrate has also promulgated an Order under Section 144 Cr.P.C. prohibiting carrying of licensed arms and other lethal weapons and indulging in any kind of activity by members of the public that may vitiate the smooth free and fair conduct of elections in Ri Bhoi District. However, the members of the National Rifles Association at different levels are exempted from the restriction. This order shall come into force with immediate effect and until further orders. MMP
Ri Bhoi District Magistrate has regulated the use of loud speakers within the District with immediate effect until further orders. The use of loudspeakers, whether fitted on vehicles of any kind or in static position for public meetings for electioneering during the entire election period starting from the date of announcement of election and ending with the date of declaration of results shall be permitted only between 6:00 AM and 10:00 PM and all loudspeakers whether used for general propaganda or for public meetings or processions, and whether used on moving vehicles or otherwise, shall be used only between 6:00 AM and 10:00 PM. All loudspeakers being used beyond the hours as prescribed above shall be confiscated along with all the apparatus connected with the use of these loudspeakers.
All political parties, candidates and any other persons using any loudspeakers on moving vehicles including but not restricted to trucks, tempos, cars, taxis, vans, three wheeler scooters, cycle rickshaws, etc., shall intimate the registration identification number of those vehicle to the authorities granting permission to use the loudspeakers and such registration identification numbers of the vehicles shall be indicated on the permits granted by the authorities concerned. Any vehicle on which a loudspeaker is used without the said written permission shall be confiscated along with loudspeaker and all the apparatus used along with it. No loudspeakers fitted on vehicles of any kind or in any manner shall be permitted to be used during the period of 48 hours ending with the hour fixed for the conclusion of the poll in the state. All political parties, candidates and even other person using a loudspeaker either on moving vehicle or at a fixed place shall intimate to the Returning Officer of the Constituency and local police authorities in writing.
